William Harwood joins Governor’s Energy Office as senior advisor for regulatory affairs

Leading energy attorney to support GEO’s work with state and federal regulators on utility oversight, growth of clean energy industry and technology
On September 22, the Governor’s Energy Office today announced that William Harwood, one of Maine’s most experienced energy and utility attorneys, has been appointed as Senior Advisor for Regulatory Affairs.
In this new role, Bill will support GEO’s work with State and Federal energy and utility regulatory agencies, such as the Maine Public Utilities Commission (PUC), the Federal Energy Regulatory Commission (FERC), and others. In addition, Bill will also represent the GEO on various expert working groups and assist in policy development.

“Bill is a valuable addition to our office as we seek to increase accountability and reliability of our utilities, and continue the growth of clean energy generation, technology and economic development in Maine,” said Dan Burgess, Director of the Governor’s Energy Office. “We're pleased to have Bill's considerable expertise and experience serving Maine people.”

“I am excited to be given the opportunity to put my experience and expertise to work for the Governor’s Energy Office and help shape Maine’s energy policy,” said Bill Harwood.

Prior to joining GEO, Bill served as Senior Counsel at Verrill Dana in Portland. Over his four-decade legal career, he specialized in representing public utilities in cases before regulators like the PUC and FERC in matters of rate-setting, management audits, merger approvals, and rulemaking proceedings.

A resident of Yarmouth, Bill is graduate of Harvard University and received his law degree from Fordham University in New York City. He has served as an Adjunct Professor of Law at the University of Maine School of Law, where he taught utility regulation and administrative law.
